What is the timeline for wholesale water from Citizens and how much water, in million gallons per day (MGD), is approved for each phase?:

• Phase 1 – Up to 2 MGD total – Operational on 1/1/2027
• Phase 2 – Up to 10 MGD total – Operational on 1/1/2028
• Phase 3 – Up to 25 MGD total – Operational on 1/1/2031

Where will Citizens Energy Group source the water supplied to send to Lebanon?
